According to Kommersant, a Russian business daily, Russia’s Ministry of Justice has registered amendments to a joint order of the Federal Antimonopoly Service (FAS), Russia’s competition regulator, and the Russian Ministry of Energy. The order sets quotas for exchange trading in petroleum products. The document has been published on the official legal information portal.

Under the new rules, the quota for jet fuel sales on the exchange falls from 11% to 5%. The changes take effect on 9 November 2026 and will remain in force until 31 March 2027. The report does not say how the new quota will affect kerosene prices or airlines’ fuel surcharges.

Petrol remains subject to a reduced mandatory sales quota of 10% instead of the previous 15%. The quota is not met through exchange trading alone: producers can count direct supplies to designated buyers towards it. Of the 10% quota, up to 8% can be covered by such supplies. These buyers include agricultural producers, organisations involved in northern deliveries (the annual seasonal shipment of goods to Russia’s remote northern regions), construction companies, Russian Railways and energy companies. Producers must sell at least the remaining 2% through exchange trading.
